The Cheaper Roof Access Option That Can Cost You More Than a Walkway

You own a large warehouse. The air conditioning needs a service and the solar array needs a clean, so a tradesperson has to walk across a wide steel roof lined with long rows of skylights. Someone has quoted you a horizontal lifeline as the cheaper way to get them there, and on paper it looks like a smart saving.

Here is the problem with that saving. A horizontal lifeline, or HLL, and a walkway with skylight mesh are not a budget version and a premium version of the same fix. They solve the problem in completely different ways, and only one of them keeps working when no one is watching.

The external problem is the skylights themselves. They run in long rows the length of the roof, so a worker heading to the plant or the solar array is not dodging the odd one here and there. They are crossing line after line of them, and every metre of that run is a potential fall edge. A worker can go through a brittle skylight in a heartbeat. The only thing under many of them is the mesh that was installed when the building was built, and that is a serious catch. That mesh cannot be inspected, because it sits sandwiched between the roof sheet and the purlin where no one can see it or test it. You are trusting a safety net you cannot check.

The internal problem is the weight you carry as the building owner. You are the one accountable if something goes wrong up there, and you often will not be on the roof to see whether a contractor did the right thing. That uncertainty sits with you long after the invoice is paid.

The philosophical problem is simpler. Every person who climbs onto your roof deserves to come home to their family that night. A safe system should not depend on a stranger remembering to do everything perfectly.

What we do is help you choose the control that actually meets your duty under Victorian work health and safety law, which asks you to work down the hierarchy of controls so far as is reasonably practicable. A horizontal lifeline sits low on that hierarchy because it catches a person after they fall. A walkway with skylight mesh sits higher because it stops the fall happening at all. We design our systems around AS/NZS 1891, AS 1657 and the Safe Work Australia working at heights guidance, so the choice we recommend is the one that holds up when it matters.

There are practical reasons a horizontal lifeline can let you down on a warehouse. It only works if every person clips on correctly, every time, with the right training and the right gear. Large sheds are also full of tall pallet racking, and if there is not enough clear height below the roof, a falling worker may not have the fall clearance the system needs to arrest them safely. Rescue is the other trap. If someone does fall and ends up hanging in their harness, the clock starts on suspension trauma, which can be life threatening in minutes. On a building that size, safe rescue can mean keeping a second person on standby on the roof the whole time, and the area directly below the fall zone kept clear so a fallen worker can be lowered. That is a lot of moving parts to get right under stress.

There is a cost sting too. When a fall arrest system is actually deployed, it usually damages the roof at the point of load. You can end up repairing the lifeline, the roof sheet and the structure beneath it, often with an engineering check before anyone signs it off. Worse, a punctured or distorted roof sheet can leak long after the incident is dealt with, and water damage that shows up months later can cost far more to chase down and fix than the original repair. The cheaper option can turn into the expensive one the first time it is used in anger.

Be honest about who is actually up there. On a warehouse it is usually a contractor you have never met, on site for an hour and keen to be gone. A lifeline only protects that person if they clip on and stay clipped on the whole way across, and plenty simply do not. They walk beside it because it is quicker, and if they put a foot through a skylight while unclipped the system was never in the fall at all.

The same contractor can also do quiet damage on the way through, and this ties straight back to that repair bill. They stand on a sheet or crack a fastener, say nothing, and drive off. The first you hear of it is a leak, and by then water has been getting in for weeks. It runs down into the building and ruins a tenant’s stock or machinery below, so now you are dealing with their claim on top of your own repair. Nobody clipping onto a lifeline stops any of that from happening.

A walkway with skylight mesh takes most of that risk off the table. It gives your trades a defined path from the access point to the HVAC units and solar array, with the skylights guarded by mesh you can actually see and inspect, so they are not relying on clipping on and staying clipped on, and not depending on a hidden net no one can check. Now picture the version that does not. Something goes wrong up there that nobody from your team is there to see, and it lands back on you as an injury, an insurance dispute, a WorkSafe investigation, or a repair bill that dwarfs the saving. It can all disappear in a single afternoon.

The real question was never which option is cheaper to install. It is which one still protects you in twelve months, when someone is on your roof and you are nowhere near it.
